The issues in homeland security have unremarkably remained unchanged since 2003. They consist of funding, threats, hazards, borders, interoperability, intelligence, response, transportation, and equipment. Because there have been no major terrorist attacks since 9/11, the focus of evaluating homeland security leaders has been on preparedness and response.

As noted in module 2, many state and local governments are unprepared for large disasters such as Hurricanes Katrina and Rita. Although much improvement has been made in preparedness and response, with the California wildfires being an example demonstrating improvement, much work remains. However, should homeland security leader evaluation include a much broader social utility? Explain your response.
