The definition of evidence-based programs is mainly determined by its scope of
operations and specific areas of prevention or intervention programs. However, the concept can
universally be understood as the integration of available research and expertise in specific fields
or areas where factors such as characteristics, culture, and preferences are put into consideration
in the decision making process of planning and program formulation (APA, 2006). Evidencebased practice therefore considered previous research as the basis for solving current problems.
For instance, scientific evidence is considered to be robust and reliable when formulation
prevention and intervention programs. This entails the use of a substantial body evidence that is
sourced from diverse research conducted using different methodologies and designs. Such
evidence is evaluated for efficacy using approaches such as statistical testing and systematic
reviews before best practices are recommend or proposed (APA, 2006). Limitations are also
addressed in order to enhance the relevance and reliability of existing research and consequent
evidence. From a healthcare point of view, evidence-based programs have been widely used in
the enhancement of healthcare education, improvement of healthcare management and the
overall formulation of healthcare policies.
Expertise in specific areas of intervention and prevention is critical as it determines the
scope of application of gathered evidence as well as the eventual outcomes. Experts are an
important part of evidence-based programs as they carry out assessments, develop diagnostic
judgments and evaluate current objectives towards the proposition of solutions (APA, 2006).
Experts are also tasked with the role of making major decisions and overseeing the actual
